Even though it’s a Caribbean coastal town, there are few fishing boats.<br />
Locals told me the Cuban navy makes fishing onerous in order to deter Cubans fleeing the island on the boats.  Other problems for fishermen:  the high cost of fuel, and the government’s claim on fisherman’s catch.
