His friend in the lettuce patch told me the farmers told me they purchased the land from the government during Covid and they sell their harvests privately at farm stands.  Apparently, the government has been encouraging more small farming in response to the country’s severe food shortage.  It’s rare to find fresh produce in Baracoa, even in restaurants that cater to tourists.<br />
