There are few fishing boats in Baracoa, a surprise since it’s a coastal Caribbean town, and a severe food shortage.  Apparently, it’s not easy to operate a fishing boat, due to government fears they could be used to help Cubans to escape the island.  Another explanation is that fishermen have to give large portions of their catch to the government.  I’m not clear what the policy is.  Also, fuel is scarce and costly.
