In northern Uganda, community labor is an important component of U.S. AID and Winrock International's $30 million NUDEIL construction project to build new roads, water wells, and schools. Most of the farmer workers lived isolated in government camps for up to fifteen years, during the brutal insurgency by the Lords Liberation Army.
